The implementation of the framework has three distinct phases.

The first phase, Module 1, is about building the organisation, what roles need to be filled and what the responsibilities and skill sets are required. ]

The second phase, module 2, is about getting all staff and volunteers prepared for their roles.

The final phase, module 3, is about the actual protocols that should be in place before, during and after delivery of the activities.
